Research on Traffic Impact Analysis and Organisation Design Optimisation for Logistics Park

Abstract: This paper is emulated from domestic and international research results and discusses and puts up a method system of logistics park traffic impact analysis and organisation design optimisation. Firstly, the basis of logistics park traffic impact analysis is studied and put forward the analysis of project position and impact scope. Secondly, we forecast logistics park traffic demand and analyze the adaptability of road section and logistics park. Moreover, on the basis of this, the paper confirm the implemental principle of traffic organisation design optimisation and put forward logistics park traffic organisation design optimisation model based on multi-agent and corresponding algorithm based on evolutionary algorithm. Finally, it uses traffic simulation to simulate the traffic flow of logistics park and gives quantitative traffic impact assessment by visual animation, and based on these, traffic organisation advices are put forward so that the traffic problems can be effectively resolved. This paper, by using the proposed method before, takes Zhengzhou National Arterial Highway Logistics Park for empirical studies and combines macro planning software TransCAD and micro traffic simulation platform Vissim to demonstrate the feasibility and workability of the method and get good results; this can offer the reference to logistics park planning and design.

  1. Introduction

Along with the progress of urbanization, the traffic congestion has become the outstanding problem of the city. In order to validly improve or reduce the traffic impact that the facilities construction brought, the traffic impact analysis as a kind of valid means is being recognized by government and the planning department gradually, and continuously perfect in practice[1]. Logistics park, as the urban foundation establishment project with intensive exploitation, speeds the logistics technology and services upgrade, improves the environment of logistics investment, accelerates the growth of logistics enterprises, drives the development of third party logistics and fully uses the existing logistics sources. Simultaneously, the traffic complexity results from logistics park not only impact the inner and circumjacent ways of the park, but also bring traffic jams. To the logistics park characteristics, the special analysis of traffic impacts and the traffic organisation plan will bring positive effects in promoting reasonable land using and improving the economic benefit and social benefit.

The pioneer traffic impacts analysis was from American and its legal status was set up in earlier 90s. Although our study on trafficimpacts analysis is later, as the tension between land using and urban traffic is rising, the important function of the traffic impact analysis during urban sustainable development is gradually recognized. At present, the traffic impact analysis and the traffic organisation design haven't been paid enough attention in many logistics parks planning, apart from traffic jams, when the only job is "dispersion" and the problem couldn't be settled radically. Although the present studies, in and out of the country, involve the traffic impacts analysis and the traffic organisation plans of logistics park, most of them just do general talks which seeing them as common city construction project, mainly focus on qualitative analysis and lack of special discussion. Existing methods focus on qualitative research or quantitative research with artificial organisations adjustment can not meet the requirements for integrity and dynamic of logistics park traffic impact analysis and organisational design[2-4]. Because of involving behaviour characteristics, traffic organisation design is always very complicated, using Agent to help studying will have more advantage.
