Abstract:Pallet, which plays a very important role in making the operationsin the logistics more efficiently, is the most fundamental logistic implementin the logistics activities. The Pallet Pool System can achieve the consistenttransportation of handling pallets as well as the modernization of logistics.According to real conditions in China, this article studies the flow andmanagement of pallets at the beginning, then on this basis, designs a rental palletmanagement system based on RFID technology. This system is able to resolve problemsabout the limited use of pallets only in the company, time-consuming andlaborious inventory, difficult to track pallets and calculate the expenditureand time, etc.

1.Introduction
Pallet is the most fundamental logistic implement, knownas "moving platform" and "Mobile ground" [1], which has an irreplaceable status in thelogistics, and the use of pallet can fully reflects the development oflogistics. So an efficient pallet management system is critical to the successof the pallet industry.
At present, it commonlytakes the form of sharing to pallets internationally. Pallet Pool System letsseveral consumers jointly make use of pallets in the samestandard, which can achieve the consistent transportation of handling palletsas well as the modernization of logistics. It is a social service network thatspeeds up the cycle among manufacturers, logistics and retail enterprises, promotesCombined Transportation, mechanized operations and the efficiency of logistics,and cuts the supply time and costs [2]. Pallet Pool System hasbeen established in many developed countries. For instance, CHEP-CommonwealthHandling Equipment Pool, has a leadership in the market in providing servicesof shared pallets and cycle containers in the world, with 440 service centersin 44 countries. It services 500,000 manufacturers and retailers, carrying 2.5million logistics equipment a day, sending, recycling, maintaining, cleaningand circulating 25,500,000,000 pallets and containers [3].
