Abstract—Based on the construction of evaluationindex system of urban circulation power, the paper doescomparative studies on urban circulation power of the 20 cities in Western TaiwanStraits Economic Zone by means of factor analysis, the author of the paper holdsthat the primary factors which influencethe urban circulation power can be reduced to scalefactor, trading factor and informationfactorand holds the view that it is unbalanced in the development of urbancirculation power between cities in eastern coastal area and cities in inlandarea of Western Taiwan Straits EconomicZone .

A city is aneconomic,political and cultural center of one country or region. Theresearch on urbanand urbancompetitiveness is a central issue all the time in the world. SomeResearch centers, such as World Economic Forum (WEF),International Institute for Management Development, Lausanne (IMD),and International Institute for Urban Development, Beijing (UD),and many scholars have done deeply research in urbancompetitiveness and have put forward many theoretical model, such as diamondmodel, the value chain model, arch model, etc[1,2,3,4,5]. They heldthat the main factorsthat influencethe urbancompetitiveness can be included into hard power(such as talents, capital, science and technology,location, infrastructure) and soft power (such as regime, management, culture,service and Innovation).
However, withthe advent of buyer market, the primary constraint to the development of economyhas transferred from the field of production to the field of circulation. It ismore and more difficult to keep economic growth by scaling up the amountof investment, the restriction of circulation become the main barriers thatconstraint the further development of economy. Therefore, it is urgent to doresearch on the urban competitiveness from the aspect of circulation power.
