Abstract: Firstly, thisarticle uses the qualitative mothod of SWOT to analyze the rail freightindustry; and then uses AHP method to analyze the factors of development of therail freight industry from the quantitative point; finally we come to theconclusion that the strategical choice is applying WT strategies that calls forus to optimize the use of resources within the railway , continue to deepen thereform of the railway freight companies, optimize and integrate the railfreight resources and continuously improve the quality of railway freight workersand resource utilization.

1 Introduction
With the rapid growth of the national economy, therailway freight companies paly an more and more important role in the wholeeconomic development. The traffic transportion methods such as highway、air transportation and water transportation allparticipate positively in the market activity as the market subjects. In themore intense market competition, the railway freight companies must follow thedevelopmental requirement of national industry, achieve to transiting the roleof market activity subjects, thus enhance their economic effects andbring into paly amore significant role in the national economy. The problems that how thetradtional railway freight industry further raises the market share andenhances the competitiveness in the whole logistics industryhave become the hotspot issuesthatpresent theories and the railway workers are all concerned about.
