Abstract:This paper addresses the imperfection of research on core competitiveness ofPort group, using qualitative and quantitative analysis method but thetraditional methods such as "Diamond model" and "GEM model” andtrying to propose new ideas of core competitiveness research based on the definitionof port group and core competence of port group concept. In the new idea, theconstituting factors and changing trend of core competitiveness of Port groupare explored from the macroscopic and microscopic perspectives at first, andthe DEA model is used to determine the which period of Life Cycles the corecompetitiveness of Port group is in; then, fuzzy Synthetic Evaluation is usedto calculate the intensity of core competitiveness of Port group and the”weight-score” Matrix is created to Identify the core competitiveness of portsand the general competitiveness; at last ,the feasibility and correctness ofthe new methodology is verified through theproject of port group in Hercynian economic zone.

Preamble
Observe the history of modern transport, on the basisof modern container transport industry achieving a revolutionarytransformation, the role of port supporting regional economic developmentunprecedented obvious, the port as an important node of social development forgathering resource not only to play in the traditional sense transport of goodsbut also on the function of regional economic development is high ground, whilethe port group as a cross-harbor resources gathering body, its important roleand status, has been widespread and profound concern. The main reason can betraced to the dual reality and future social needs and interests of the drive.Develop its own core competence is the ability to improve an effective means ofport groups as well as a port group based on a solid foundation for long-termdevelopment. The research of the core competitiveness of the port group isimportant.
In recent years, with theport of economic importance in regional economic development is widelyrecognized at home and abroad, the problem of port group core competence becameto be a hot issue. B Slack [1]described the port in the world theimportance of an integrated transport system. James Wang [2]described the relationship between the city and the port group, and studied therole of port group on the supply chain. Y. Roll [3]calculated theport's performance by DEA model . G Hamel, CK Prahalad [4]firstproposed the concept of core competence in 1990. E. Notteboom [5]considerthat the increase in port logistics function could to enhance the corecompetitiveness of the port effective.
