Abstract—In recent years, food emergencies happened frequently, and food problems coveralmost all kinds of food. The food emergencies not only led to the bankrupt offood enterprises, but also caused serious panic in society. However, from adeep studyof food emergencies in recent years, most food emergencies came from food qualitydishonest behaviors in the process of food production, deliveryand sale. So strengthening the supervision of cheating behaviors is a necessaryway to prevent food emergencies. This paper sets up a game model about foodquality behaviors in a food supply chain which contains one core enterprise anda few cooperators,and the core enterprise play a dominant role in the food supply chain and the cooperatorsacts as subordinate roles. In order to ensure the food safety and reduce therisk, the core enterprise often inclines to supervises the cooperator`sfood quality by the ways of cheating behaviors detectingand severe punishment of cheating behaviors. This paper studies effect of thetwo supervision waysimplemented by core enterprise, and also contrasts their effects in preventionfood emergencies.

1 Introduction
Foodis one of people life's necessities, related to people's survival and health, andpeople pay close attention to food. The food industries around the world areregarded as high-priority development and guaranteed industry. Meanwhile, the foodindustry is an important part of the national economy. According to statistics,the total output value of
