Abstract:Four regulations and rules regarding specificationof procurement action and prevention of corruption are proposed to achieveSunshine-purchase. A set of standard tenders and proposed procurement processesand graphics are designed. But Institutionalized management is not omnipotent,the achievement of Sunshine-purchase still requited to create a anti-corruptioncultural atmosphere, establish the concept of service and guarantee, notice theimportance of professional training and raise the professional skill standardand so on.

Theauthor have pointed out that we must establish and improve the rules andregulations in order to assure “Sunshine-purchase”in  Analysisof the system of Sunshine-purchase in institutes (China Logistics& Purchasing,2008.12): the system of application of purchase (plan)and approval, the system of category purchase and information release, thesystem of inspection of application firms’ eligibility, financial system, thesystem of collective study, the system of countersignature the bidding documentand contract, the system of experts of bidding evaluation, democraticcentralism, the system of procedure of bidding evaluation and supervision, thesystem of post rotation, the system of acceptance check of goods, responsibilitysystem for improving the Party’s work style and building clean government andso on^[1].The author will investigate deeply what have not been concerned.

In pace with the great development ofhigher education, the amount, sum, frequency, and range of the purchase in institutesincrease unprecedented. Most of the illegal or disciplinary violations economiccases in institutes in these years, concern the infrastructure construction andlarge amount purchase. As the “key position”, “foreign window”, “functional department”,purchasing department becomes the target of scrupulous merchants in order tohave power-for-money deals. For the purpose of anti-corruption in institutespurchase and making an open, fair, equitable and efficient environment, we mustestablish and improve the rules and regulations to restrict, standardize, and assurethe procedure of purchase, and strengthen education training.
