Abstract—Firstly this articleanalyses the factors of SWOT impact for the railway freight business performance;and then we calculate the weight of each factor which is identified by fourdimensions in the BSC decomposition and AHP analysis; TOPSIS is used to makethe horizontal comparison of different companies with AHP the weight and getthe final ranking of enterprise. Research shows that: Research result showedthat this method was practical and feasible. It has important reference valueof the practical method for railway freight transportation enterpriseperformance evaluation.

1. Introduction 

Withthe fast development of national economy, railway freight business has entereda rapid period of development, and how to assess railway freight transportationenterprise performance accurately has become a research focus in the field oftheory and practice. Duan Xuesong proposed exploration to construct railwayfreight enterprise performance management pattern based on balanced scorecard[1], According to the key index as performance assessment standard , He hasbuilt a feasible BSC mode base on SWOT analysis of railway freight business,which has important significance for our research; Guo Xuemeng and Ding Haifenresearched the performance evaluation system of modern railway transportationenterprise[2], the innovation point is that it has explicated the specificsingle index of every category, which help us a lot to build up evaluationsystem; Giang Qingguo, Wang Lihai and Yang Xuechun has made fuzzy appraisal torailway logistic center[3], the method of fuzzy appraisal in logistic centerevaluation is typical and suitable for promotion. We try to combine theadvantages of above articles and our research direction to make comprehensiveevaluation for railway freight enterprise’s performance. Firstly this articleanalyses the factors of SWOT impact for the railway freight businessperformance; and then we calculate the weight of each factor which isidentified by four dimensions in the BSC decomposition and AHP analysis; TOPSISis used to make the horizontal comparison of different companies with AHP theweight and get the finalranking of enterprise.
