ABSTRACT
In order to improvethe spatial layout of the logistics industry strategic planning system, andthoroughly breakdown the previous logistics division based on administrativedivision boundaries, we present an improved logistics network model based ontraffic accessibility. This model takes location of logistics node, economicties among logistics nodes and transportation costs of the entire logisticsnetwork into consideration, which is effective and beneficial to optimize andintegrate the logistics network.

1 INTRODUCTION
In the Eleventh Five-year Plan, modern logistics industry has beeninvolved in the five-year plan for the first time in the Chinese history. Inthe plan, a particular section called ‘vigorously develop modern logisticsindustry’ has been set up, which defined the status of logistics industry inthe national economy. The relevant Commission organized experts to develop a planfor 2008-2015 National Logistics Development. The unprecedented industrial planis a signal of the rapid development in logistics industry.
In the establishment of thenational logistics particular plan, three major strategies have been proposedfor the modern logistics industrial development in China, the first of which isthe spatial layout strategy combined of points, strings and area. Currently,the development of the logistics industry is restricted to the administrativedivisions. Many factors such as urban transportation, ecology, logistics demandshould be synthetically considered to practically build and improve the spatiallayout planning system of the logistics development. This shows that thecurrent administrative divisions organized by the logistics industry need to bethoroughly broken.
