Abstract: Thenetwork of Chinese Waterborne Petroleum Logistics(CWPL) is so complex thatreasonably disposing and choosing Chinese Waterborne Petroleum Logisticsdistribution Center(CWPLDC) take on the important theory value and thepractical significance. In the article, the network construct of CWPLdistribution is provided and the corresponding mathematical model for locatingCWPLDC is established, which is a nonlinear mixed interger model. In view ofthe nonlinerar programming characteristic of model, the genetic algorithm asthe solution strategy is put forward here, the strategies of hybrid coding,constraint elimination , fitness function and genetic operator are given followed the algorithm. The resultindicates that this model is effective and reliable. This method could also be applicablefor other types of large-scale logistics distribution center optimization.

1 Introduction
Logistics Distribution Center is the node inthe multi-stage supply chain, the effectivness of whoseoperation directly relates to that of the entire supply chainoperation. With rapid developing of Chinese economy, the demand for petroleumis growing quickly. At present China has already become the second biggestpetroleum consuming country in the world, only next to US. At the same time,Chinese crude oil output actually did stagger in recent years, which causingthe massive import of petroleum. The related statistical data demonstrates thatChinese import of crude oil has reached as high as 122.8 million tons, and therefined oil amounts to 37.86 million tons, the net import of the crude oil andthe refined oil has achieved 143 million tons [1]. thepetroleum as one of the largest water-transported materials has the hugelogistics network, the various materials, the complex transportation and othercharacteristic. With the notion of logistics more and more popular, requests usto study, plan and construct Chinese international and domestic waterbornepetroleum logistics and distribution transportation network system according tothe idea of system engineering.The distribution function of CWPL mainly dependson all kinds of the large-scale petroleum seaports. The seaport as an extremelyimportant node in the international logistics network, acts an the importantrole in Chinese Waterborne Petroleum Logistics Distribution System (CWPLDS).Therefore, it has the important strategic sense to research CWPLDS reasonablelayout problem in order to speed up constructionof the port petroleumlogistic distribution system.
