Abstract: To solve the problem of distributingspecial resources, such as rescueresources, healthcare resources and military resources etc, a simplex modelis proposed based on the item’s saturation of resources and total satisfactionof demanders. The advantages and drawbacks of the simplex model are analyzed, andan improvedresource allocation model, called one byone model, is proposed for solving the problem of the specialresource allocation, in which the demanders’satisfaction is taken as the objectivefunction instead of the commonly used economic benefit. It proves that the oneby one model is more reliablefor the rescueresource allocation than the linear programming model.

1. Introduction
To utilize the limited rescue resourceseffectively is a vital problem formany countries, especially for developing countries where all kinds ofdisasters are more frequent becauseofthe poor living and working conditions. Generally,linear programming [1, 2], integer programming [3, 4], genetic algorithm [5, 6], heuristic methods [7, 8]and intuitive models [9]areoften employed for solving such problems, inwhichthe economic benefit is commonly used as theobjective function. But such an objective function is not suitablefor all cases, in particular theallocations of rescue resources or military resources. One the one hand,economic benefit can hardly be assessed in such situations; on theother hand, almost each demander must be allocated correspondingresources in order to maintainhis/its functionproperly. As a result, it is difficult to use these models successfullyin solving such problems.
The present paper reportedan allocationstrategy of special resources, such as rescue resources, healthcare resourcesand military resources etc., in which the satisfaction of demanders is taken asthe objective function. The problem is modeled,and the advantagesand disadvantages of the model are discussed. An improved model is proposed.
