Abstract—This paper studies syntheticevaluation method of emergency logistics network schemes in the economic,technical and social aspects. The significance of each evaluation index isevaluated by using the expert evaluation system. Through the combination ofAnalysis Hierarchy Process and Entropy Technology, the AHP-Entropy DecisionModel is established to synthetically evaluate the preinstalled emergencylogistics network and get the optimized scheme. Finally, the AHP-EntropyDecision Model is applied to certain emergency logistics network as casestudies.

1. Introduction
The geological structure of our countryis rather complex, accompanying with serious natural disasters, disastrousaccidents happen occasionally. Meanwhile, the development of urbanization oftenleads to significant increases in sudden public security events. Not onlynatural disasters but also unexpected safety events could cause huge casualtiesand property losses. Since 2006, the government began to pay high attention onthe issues of emergencies, and gradually introduced a number of principles andpolicies. However, there are still some deficiencies and problems, when anemergency issue occurs. Thus, emergency logistics network scheme selection isthe top priority of emergency relief.
Some experts and scholars at both domestic and abroad havemade an in-depth research on emergency logistics system. Scholars analyzedemergency logistics solutions comprehensive evaluation from different views. Byapplying the principle of Analysis Hierarchy Process(AHP), Zhu and Hu[1]analyzedthe relevant factors which influence the emergency logistics scheme selectionand put forward the hierarchy pattern of the scheme selection and the overallevaluation method.
