海运集装箱码头人力资源优化配置研究

摘 要:人力资源的选择和配置的目的是效率和效益的最大化,在成本和时间等各种因素的制约下集装箱码头和相关客户都希望在最短时间内以最高效率完成集装箱码头的停靠、清点、装卸和签收单据等各项作业。而海运集装箱码头面临货物繁杂、数量巨大、技术严格等特点,对海运集装箱码头的人力资源配置提出了更高要求。当前,国内主要的海运集装箱码头的人力资源配置仍然存在机制不全、效率不足和结构不善等缺陷,建立一个科学合理的人力资源配置模型在解决这些问题中尤为重要。文章在充分考虑海运集装箱码头特点基础之上,综合实际构建了包括工作素质、知识水平、身体素质和综合素质等4个一级指标和专业技能、学历水平、年龄和责任心等16个二级指标的岗位素质指标结构矩阵,并且通过总结以往文献和实际经验为各个指标赋予权重,以专家打分得出人才评价矩阵,再运用模糊数学方法得出人才的综合评价得分。在得到被评价人的优良等级之后,根据集装箱码头对不同岗位的不同素质需求得出岗位素质需求矩阵,之后再次利用模糊数学运算得出岗位匹配评价,即对该员工的具体岗位安排,使海运集装箱码头的人力资源配置机制在得到员工综合评价之后,更加明确对该员工的具体工作岗位的安排,达到人尽其用和人岗匹配,进而达到准确选择和配置人才的目标。

The Study of HumanResource Allocation Optimization in Shipping Container Terminal

Abstract: Abstract: The purpose ofhuman resource selection and configuration is efficiency and benefitmaximization. Take the cost and time into consideration, the container terminaland related customers hope that finish dock, counting, loading and unloadingand sign documents etc. operations in the shortest time with the highestefficiency. But the shipping container terminals face the realities such as thehuge type and number of the goods, strictly skills, and we will put forwardhigher requirements on the human resource allocation of the shipping containerterminals. At present, the main domestic shipping container terminal of thehuman resource allocation mechanism still exists insufficiency and lowefficiency and poor structure defects, establish a scientific and rationalhuman resource configuration model is particularly important in the solutionsto these problems. On the basis of fully considering shipping containerterminal characteristics and the practices, the thesis constructed post qualityindex structure matrix, including work quality, knowledge level, physicalquality and comprehensive quality as first level indicators and sense ofresponsibility and professional skills, education level, age etc.16 indicatorsas the second-level indexes, then giving the different weight for theseindicators, and using the method of fuzzy mathematics to achieve acomprehensive evaluation score of talent.
