摘 要: 中心资源具有全局性特征,适用于公共资源集中管控模式下的国有企业。追求整体效率最大兼顾资源配置公平成为中心资源领域的重要研究方向,但现有研究对资源配置公平性的解决不尽理想。基于此,文章在中心资源经典模型(简称LV模型)的基础上,构建了中心资源扩展模型。以内蒙古邮政流通网络涉农分销业务为例,建立了投入产出指标体系,分析了模型的适应性,并与LV模型进行对比。结果表明,中心资源扩展模型可在提升整体效率的条件下,改进LV模型解的过度偏离问题,使资源调配更加合理,有利于资源配置的公平性与可操作性。该研究对国有企业资源配置优化及改革深化具有实践指导意义。

A Study on Efficiency Evaluation and Resource Allocation of State-owned Enterprises with Fairness Balanced Based on Centralized Resource Mode

Abstract:Centralized resources have the characteristic of overall management, being suitable for the state-owned enterprises that dominate the concentrated public resources. It has become an important research topic to achieve maximum overall efficiency with fair resource allocation. But how to allocate resource with fairness is still a tough question. In this study, the extended model was proposed on the basis of the classical LV model for centralized resources allocation. Taking the agricultural distribution business in the circulation network of the Inner Mongolia postal corporation as an example, the input-output index system was established, the adaptability of the extended model was analyzed and the extended model was compared with the LV model. The results show that, with the improvement of the overall efficiency, the extended model is beneficial to the fairness and operability in the resources allocation and avoids excessive deviations caused by the LV model. The results of this study have practical guiding significance for the resource allocation optimization and reform advancement of state-owned enterprises.
